In’li, a subsidiary of the Action Logement Group and the leading provider of affordable housing for employees and young professionals, and GA Smart Building, a low-carbon developer-contractor and specialist in off-site construction, signed an agreement during the Île-de-France Mayors’ Exhibition for a residential development of 58 affordable housing units in Thiais (94), at the foot of the “Thiais–Orly” station on Metro Line 14. This first partnership reflects their intention to work together on future projects and further develop off-site construction.
Located in the heart of a rapidly transforming district whose development is led by the EPA Orly-Rungis-Seine-Amont (ORSA), coordinated by Grand Paris Aménagement, the project will be part of a vibrant mixed-use environment combining housing, retail, and public facilities.
Developed through a co-promotion partnership between GA Smart Building and Société des Grands Projets, and designed by the architectural firm DREAM, the project will include a retail podium and 121 residential units of high architectural and residential quality, including 58 affordable housing units acquired by in’li.
This new residence will provide housing for employees and young professionals in the heart of the Paris-Orly airport employment hub, which supports 28,000 jobs and represents one of the major economic centers of Greater Paris.
The project is also pioneering in terms of off-site construction, featuring low-carbon concrete façades manufactured industrially by PREGA, GA Smart Building’s subsidiary, as well as semi-load-bearing stone construction. Thanks to off-site construction, delivery times will be shortened and site disturbances reduced, while ensuring high-quality execution and compliance with the 2028 threshold of France’s RE2020 environmental regulation. Project delivery is scheduled for 2029.
More broadly, over the coming months, in’li and GA Smart Building—both members of the Association Filière Hors-Site—intend to strengthen their collaboration to scale up off-site construction across France. Several projects are currently under review.
