Works begins on the “1pulsion” project, the first tertiary programme of Grand Matabiau Quais d’Oc

On Thursday, 15 June 2023, Espaces Ferroviaires, an SNCF Group urban and property subsidiary, accompanied by its partners, formalised the start of construction work on “1pulsion ”, for which we are the lead contractor in the design/building consortium.

The building of 13,000 m2 of office space with a delivery scheduled for summer 2024, is the first tertiary property programme for the Grand Matabiau quais d’Oc major urban renewal project led by EUROPOLIA. It offers a unique opportunity to welcome companies to the city centre, and in particular to bring together almost 1,000 of the SNCF Group’s employees based in Toulouse.

The event took place with the following people present: Jean-Luc MOUDENC, the Mayor of Toulouse and the Chairman of Toulouse Métropole, Katayoune PANAHI, Director of SNCF Immobilier and President of Espaces Ferroviaires and ICF Habitat, Raphaël CATONNET, General Manager of Europolia, Fadia KARAM, General Manager of Espaces Ferroviaires, Sébastien MATTY, our Chairman, Vincent FÉRAT, President of Keys REIM and Charles GALLET, Urban Planning Architect and Partner at Leclercq Associés.

1pulsion is responding to strong demand for commercial buildings of high environmental quality in the heart of the Toulouse metropolitan area. Thanks to our expertise, the use of off-site construction reduces the carbon footprint, right from the building’s design stage, and guarantees:

  • A controlled use of materials with factory-based manufacturing;
  • Perfect build quality;
  • Reduction to the bare minimum of nuisance caused by the building site and the reduction of congestion within the city of Toulouse, by transporting the structural elements and facades from the PREGA Labège factory located just 15 km from the site;
  • Reduced completion times with just 15 months of to assemble.

With its commitment to environmental excellence, 1pulsion is aiming to obtain the most widely recognised certifications and labels :

  • HQE Excellent level
  • Ready2Service, 1 star
  • BREEAM Very Good Level
  • E+C-, level E2C1
  • EnR (Responsible Digital Company) representing 50% of energy requirements

The BiodiverCity© label is also being aimed for once it is delivered.

With 2 200 m² of green and outdoor spaces, 1pulsion encourages a generous dose of greenery with the surrounding gardens and the landscaped areas of Rue Raynal. Gardens, planted terraces, plenty of natural light, services… the spaces have been designed to create a balance between the well-being of their users and the preservation of local fauna and flora.

1pulsion will usher in the new generation of office buildings of the future by providing 13,000 m2 of modern, pleasant workspace with a high quality of life, allowing flexibility, organisation optimisation, time to relax and socialise… and will meet the needs of its future users.

Due to 1pulsion’s operational qualities, 80% of the space will be occupied as soon as it is handed over by part of the Toulouse teams from SNCF Voyageurs, SNCF Réseau, Gares et Connexions and TER, representing a total of almost 1,000 employees. This is in line with the strategy led by SNCF Immobilier to optimise the SNCF Group’s property assets and adapt them to new working practices.

This project, which involves regenerating a railway site to create a new urban asset, is a tangible demonstration of our commitment to real property excellence, innovation and urban simplicity. As the forerunner of the 3.5-hectare Raynal-Sernam block, the urban redevelopment of which is being carried out by ESPACES FERROVIAIRES, 1pulsion will set new standards and demonstrate the dynamism and commercial appeal of Grand Matabiau quais d’Oc, from the moment it is handed over.”

With the regeneration of the Matabiau district, the programme meets both the needs of the city as well as users’ needs, by incorporating the SNCF’s regional headquarters into the development plans, and in the end, the needs of the planet, by providing via an off-site construction process a virtuous building that is sustainable over time ,” said Simon GAUCHOT, Director of Acquisitions at Keys REIM, the investor in this project.
