On May 26, 2025, the inauguration of the 1pulsion office building, developed by GA Smart Building, marked a new milestone in the Grand Matabiau Quais d’Oc urban regeneration project. This project stems from a partnership established in 2019 between the SNCF Group, Toulouse Métropole and Europolia.
The SNCF Group, represented by Antoine de Rocquigny, Director of SNCF Immobilier, and Fadia Karam, Director of Major Projects at SNCF Immobilier and CEO of Espaces Ferroviaires, inaugurated 1pulsion in the presence of Jean-Luc Moudenc, Mayor of Toulouse and President of Toulouse Métropole, Annette Laigneau, Vice-President of Toulouse Métropole and President of Europolia, Sébastien Matty, Chairman of GA Smart Building, François Leclercq of the Leclercq Associés agency, and Guillaume Derouin, Portfolio Manager at Keys REIM, investment partner and owner of the 1pulsion development.
This building embodies a new generation of office buildings, offering a downtown workspace solution that combines energy efficiency, comfort, flexibility, and organizational optimization. It attracted the SNCF Group, which chose to install part of its regional teams there. The building aligns with the Group’s commitment to sustainability and offers a high-quality work environment suited to modern needs—an asset for one of France’s largest employers in attracting top talent.
First Building in the Heart of the Grand Matabiau Quais d’Oc District
As the first office real estate development within the Grand Matabiau Quais d’Oc urban renewal initiative led by Europolia (the public development agency of Toulouse Métropole), 1pulsion was delivered by Espaces Ferroviaires as project developer, built by GA Smart Building, and sold to Keys REIM in 2022. It stands as an exemplary building in both environmental and social terms.
1pulsion heralds a new generation of city-center office buildings, offering 13 000 m² of modern, high-quality, and user-centric workspaces that promote comfort, well-being, flexibility, optimized organization, and social interaction.
Constructed by the GA Smart Building – Leclercq Associés design-build consortium (with GA Smart Building as lead contractor), 1pulsion showcases the successful blend of industrial innovation and architectural heritage. Environmentally, it sets a benchmark: the choice of off-site construction reduced the carbon footprint from the design phase onward, facilitating the achievement of recognized environmental certifications. The project was delivered in September 2024, just 16 months after construction began, and achieved a 30% reduction in greenhouse gas emissions compared to traditional construction. Additional features include 2 200 m² of green space (including interior gardens, rooftop gardens, and terraces), the use of reused materials, and a 260-space demountable parking silo that enables reuse of the structure.
Now 92% occupied, 1pulsion houses nearly 1 000 employees from the SNCF Group’s regional divisions, including SNCF Réseau and SNCF Voyageurs, as well as the tech company OneStock, a Toulouse-based retail software firm that moved in January 2025—further enriching the building’s diversity of occupants.
The Matabiau district is undergoing a major transformation. At the heart of this change, the 1pulsion building represents a bold vision for the future of office real estate. It’s more than just a building—it's a true innovation lab that exemplifies our ambitions for Toulouse’s development. Off-site construction minimized construction-related disturbances for local residents and enhanced finish quality. With its modular workspaces and emphasis on greenery, it fits perfectly into our Grand Matabiau Quais d’Oc center of excellence, which will bring together players in digital technology, AI, and cybersecurity on a campus supported by Toulouse Métropole
