GA Smart Building and Immobilière 3F have signed the sales agreement for Lot A1.1, marking the launch of the first large-scale off-site project in the new Noisy Pôle Gare district. This project is being carried out under the concession agreement entrusted by the Greater Paris Metropolis to SPLA-IN Noisy Est, a subsidiary of EpaMarne.

A strategic project for a new metropolitan center
Located at the junction of Noisy-le-Grand (93) and Champs-sur-Marne (77), Lot A1.1 occupies a key position in the future Noisy Pôle Gare district, in the heart of a rapidly evolving metropolitan area. The project is at the crossroads of two major urban initiatives: the Noisy Pôle Gare development zone (ZAC), led by SPLA-IN Noisy Est, and the Hauts de Nesles ZAC, developed by EpaMarne.
In immediate proximity to the RER A and set to be served by lines 15 and 16 of the Grand Paris Express, the site will enjoy exceptional multimodal accessibility. The project will be built on the site of the former Formule 1 hotel, the Champy shopping center, and the Champy-Nesles boulevard, all of which will be demolished or reconfigured.
This initiative will help create new urban, social, and landscape connections in a fragmented area, supporting the emergence of a new metropolitan centrality.
A mixed-use program tailored to local needs
The project will include 180 housing units — half of them open-market units developed by GA Smart Building, and the other half intermediate rental housing (LLI) developed by Immobilière 3F. With a balanced mix of small and large units, the housing offer meets the diverse residential needs of the area.
An active commercial base of over 4,500 m² will host and relocate existing local businesses.
A bioclimatic, green, and resilient architecture
Designed with a demanding bioclimatic approach, the building layout maximizes winter sunlight while providing summer shading, ensuring thermal comfort, energy efficiency, and resilience to climate change.
Material selection and construction methods, natural ventilation enabled by a majority of dual-aspect or cross-ventilated units, and the creation of a rooftop garden — a true green lung and link between nature and the city — are all aimed at microclimate regulation and enhancing quality of life.
A large-scale off-site operation
The Lot A1.1 project is the result of collaboration between two developers committed to transforming the real estate and construction sectors. As active members of the Off-Site Construction Industry Association of France, GA Smart Building and Immobilière 3F share a common ambition: to make this a benchmark off-site project, serving quality, efficiency, and environmental performance. The project will benefit from rigorous organization, optimized timelines, high execution quality, and significantly reduced on-site disruption.
Strong environmental commitments
Like all projects developed by GA Smart Building and Immobilière 3F, this urban transformation initiative in Noisy-le-Grand carries strong environmental ambitions. It aims to meet the 2025 threshold of the RE2020 regulation, achieve Level 1 of the Bâtiment Biosourcé label, and be certified NF Habitat HQE Excellent.
Project marketing is scheduled to launch at the end of September 2026, following the appointment of architects in November 2025.
As urban planners, our role is also to weave the urban fabric, reconnecting spaces and creating continuity to restore coherence and vitality to fragmented neighborhoods. Together with GA Smart Building and I3F, we are working alongside the City of Noisy-le-Grand, the Greater Paris Metropolis, and the Grand Paris Grand Est local authority to deliver a project that fully embodies this mission: transforming a strategic site into a new metropolitan center that combines mixed uses, environmental ambition, and architectural quality. This project, one of the most significant off-site construction operations in eastern Paris, marks a major milestone with the launch of the first intermediate rental housing program at the foot of the future metro. Nearly 1,300 homes will be built, providing everyone with access to a sustainable living environment.
